Product Baseline

• Public UGC should not launch without abuse reporting.
• Hosted public content needs a notice-and-action workflow.
• Takedown actions should be explainable and recorded.
• Search indexing and public discovery must be controllable.
• Very large platform obligations are not an early default assumption, but the architecture should not block future evolution.

Use the UGC Launch Gate before enabling public hosted surfaces.
